After many attempts at trying to fix whatever is causing this I did stumble on a little bit of a find. I'm not sure if it's the same for oyu guys, but I was looking at Task Manager to see what Tekken 7 was using in terms of power.

When the freezing/studderring begins it isn't because my hardware is working too hard, it's because Tekken 7 just stops using it all of a sudden. Normally, Tekken 7 will take up anywhere from 5-7% of my CPU, but when the freezing starts it's taking as low as 0.1%. Not only this, but the Memory usage also becomes nonexistent going from 30% (800-900 MB) to practically 0% (5-10 MB). Hopefully this little bit of info will help someone find an answer.
